Highway Reconstruction & Construction Inspection

This LDSA project was for the reconstruction of 1.0 km of highway in downtown Plattsburgh, NY. The project limits included City Hall Place from Bridge Street to Cornelia Street and Margaret Street from Cornelia Street to Robinson Terrace. The pavement throughout the project limits was in poor condition and the curb reveal did not meet current standards. Some existing sidewalks were damaged and not in ADA compliance.

Project improvements included sidewalks, curb replacements, drainage and sanitary sewer system upgrades, new pavement markings, signage, parking lot improvements and upgrades to the existing traffic signals. In addition, improvements to a drainage ditch between Healey Avenue and Rugar Street were designed to improve stormwater flow.

New concrete sidewalks were placed throughout the project limits in accordance with ADA guidelines. New crosswalks were added to improve pedestrian safety. A 1.5 m bike lane was included for the City Hall portion of the project. In addition, a public parking area was redesigned in coordination with streetscaping improvements.

Environmental review on this project included SEQR review, a hazardous and asbestos survey and a Stormwater Pollution Prevention Plan (SWPPP). A Section 404 permit and Section 401 Water Quality Certification were required for the work on the drainage ditch.
