The $2.4 million East Avenue Reconstruction LAFA project was approximately 1.0 km in length and runs from Henry Street to East Main Street in the City of Hornell, Steuben County. The City initiated the project based on the poor condition of East Avenue, specifically regarding pavement structure, sidewalks and the drainage system. Lu Engineers performed preliminary and final design, landscape design, ROW mapping, environmental studies including ecological, endangered species, surface water bodies, wetlands, navigable waters, groundwater and flood plain evaluation studies as well as asbestos and hazardous waste screening and assessment.
The number of residential units, commercial establishments and off site detours necessitated the maintenance of traffic on-site during construction. Sidewalk reconstruction was staged in the area of Bryant School and Rehoboth Church to maintain pedestrian traffic.
The project had seven existing drainage systems, all of which outlet into the Canisteo River. The systems included drop inlets, storm manholes and various types of drainage pipe. Special considerations regarding control of runoff during construction was required. A crib wall on East Avenue was in conflict with the road improvements and required coordination with the U.S. Army Corps of Engineers.
Final Design included road reconstruction, new sidewalk, street lighting, new drainage systems, signs, striping, water main design and a storm water management basin. Pavement deficiencies included surface and subsurface structural problems. It was necessary to restore the structural integrity of the pavement section and provide adequate subgrade throughout the project.
