Monroe County retained Lu Engineers to evaluate potential environmental concerns associated with redevelopment of this property. The RTOC was constructed on lands previously used as an asphalt plant, metal finishing facility, automobile transmission maintenance facility and an above ground fuel storage depot. The former presence of industrial operations warranted subsurface investigation including over fifty soil borings and multiple groundwater monitoring wells.

Site investigation activities included sampling and testing of groundwater, geophysical surveys and soil-vapor surveys. Lu Engineers also provided remedial design, demolition and abatement engineering as well as project oversight. Remediation included characterization and removal of large quantities of abandoned wastes, hazardous waste remediation, tank removals, soil and groundwater remediation, development of construction abatement drawings, coordination with NYSDEC, and monitoring of the construction activities.

The remedial design for this project was source removal, followed by ex-situ bio-remediation for the soils with the highest levels of petroleum hydrocarbons. Residual materials remaining after source removal were treated with in-situ bio-venting/air sparging. The remedial efforts on this project allowed for successful redevelopment of this site by Monroe County. The project received an ACEC award for engineering excellence.
